Integrating Dentistry into the Health System Delivery

Florentino Afable, DMD, MBA

Dr. Florentino Afable is the Director, General Administration and External Affairs of St Frances Cabrini Medical Center and Cancer Institute. He is Past President of Batangas Province Dental Chapter and currently the Vice President for External Affairs and Fellow of Philippine Academy of Dental Public Health. He obtained his Doctor of Dental Medicine from Centro Escolar University and Master of Business Administration from Ateneo Graduate School of Business.

Challenges were encountered and new opportunities were identified when Philhealth, the national health insurance arm of government, started covering ambulatory dental services in January 2014. Philippine dentistry has to embrace the evolving healthcare arena and be an active part of the future interprofessional health care delivery within hospital systems. Integration of dental professionals into medical care could advance effort to control increasingly prevalent conditions such as cardiovascular disease, diabetes mellitus, human immune deficiency virus infection and hepatitis etc. The health financing opportunities presented an opportunity for dentist to assess the current educational model both in the under graduate and postgraduate courses. The lecture will discuss opportunities and challenges in integrating dentistry into the hospital system of delivery.

Hospital Dentistry as the Apex of Quality of Care

Artemio Licos, DMD, MPH, DrPH

Dr Artemio Licos Jr obtained his Doctor of Public Health and Master of Public Health from the National Institute of Public Health Japan and his Doctor of Dental Medicine from University of Baguio. He is currently the Head and Dentist V of Dental Medicine Department of Ilocos Training and Regional Medical Center San Fernando City, La Union. Formerly Oral Health Program Manager of DOH Region 1. He is also Associate Fellow of Philippine Academy of Implant Dentistry and Diplomate of Philippine Academy of Dental Public Health.

Hospital dentistry is an area where there is integration of medicine and dentistry. Hospital dentistry department provides comprehensive dental care for patients with special needs, complex medical conditions, physical limitations among others. This lecture will focus on how the dental medicine department of a government hospital envisions itself to be center for quality care in the North Luzon area by providing promotive, preventive, curative, and rehabilitative care to its constituents within the context of Universal Health Care.

Antimicrobial Resistance: Public Health and Dental Implications

Melchor A. Sarmiento, DMD, MPH

Dr. Melchor A. Sarmiento obtained his Doctor of Dental Medicine from Centro Escolar University and Master of Public Health from the University of the Philippines. He is an associate professor and research coordinator at Emilio Aguinaldo College School of Dentistry where he also served as the Chairman of Department of Clinical Dentistry. He is a Fellow and the President-Elect of Philippine Academy of Dental Public.

Most dental infections can be managed operative procedures like providing drainage or removal of the cause, but there are times wherein dentists prescribe antibiotics especially if there is systemic involvement or the patient is immunocompromised. However, the literature provides evince that dentists inappropriately prescribe antibiotics and patients tend to self-medicate. These factors contribute to increase in antimicrobial resistance which is a now global public health problem. Other countries have antimicrobial stewardship strategies. In the Philippines, the medical profession developed guidelines on prescribing antibiotics; however, none exists for dentistry. This lecture will discuss the public health and dental implications of antimicrobial resistance.

Infection Control in Dental Practice

Mariano Maglutac Jr, DMD, MHA

Dr Mariano T. Maglutac Jr is currently the Dean of Emilio Aguinaldo College School of Dentistry in Manila where he also lectures on Oral Surgery and Hospital Dentistry. He obtained his Doctor of Dental Medicine and Master of Hospital Administration from the University of the Philippines where he was also a former professor. He practices hospital dentistry at De La Salle Medical Center in Cavite and Manila Medical Center.

The increase in incidence of infectious disease has put pressure on the professions capability to deliver safe and affordable oral health care. Universal precaution must be put in place in every dental practice. There are no short cuts. In this lecture we will identify the enemy, the defense we can do and address the issues of providing effective infection control in our daily practice.

Documenting Clinical Cases and Community Programs

Rose Anne Q. Rosanes, DDM, MPH

Dr. Rose Anne Q. Rosanes obtained her Doctor of Dental Medicine and Master of Public Health from the University of the Philippines. She is also finishing her Master in Health Professions Education from the same university. She is also a faculty from the University of the Philippine College of Dentistry. She is a Fellow and the Vice President for Internal Affairs of Philippine Academy of Dental Public.

Effective management of unique or difficult clinical cases and successful implementation of community oral health programs gives the dentist satisfaction in providing good dental service. However, it is also important that dental practitioners share their experiences and lessons learned to other clinicians and program implementors to add to the body of knowledge on oral health in the country. This lecture presentation will discuss principles of evidence-based dentistry, documentation, ethics and data privacy.

Dr. Ma Susan Yanga-Mabunga obtained her Doctor of Dental Medicine from the University of the Philippines and Master of Science in Dentistry from University of Adelaide in Australia. She is also a faculty from the University of the Philippine College of Public Health Department of Health Policy and Administration. She is a Fellow and the founding President of Philippine Academy of Dental Public.
